The Agusan Plywood Corporation (APC), a local plywood distributor and manufacturing company specializing on ordinary and marine plywood located at Brgy. Manapa, Buenavista, Agusan del Norte, announced a temporary shutdown of its operations starting November 1, 2019 due to the following reasons: shortage of imported veneering supplies, unfavorable market conditions and unfair business practice, and economic and financial considerations.

The Quick Response Team (QRT) of DOLE Caraga was advised to validate the communication sent by the Mr. Jacinto Ngo, the president of APC on August 30, 2019 in the matter of the said shutdown. A visit on the establishment was conducted by the team on October 4, 2019 and met with the Management (Mr. Yee) and Union representatives (Mr. Atupan, Mr. Lomotos, Mr. Custan, Mr. Abarca and Mr. Napone) of the matter.

DOLE QRT requested the list of the affected workers as basis for profiling. It was agreed that on October 22, 2019 a profiling will be done. However, the list was not provided to the department.  Thus, DOLE acted on the matter.

To address the concern of the possible displaced workers, the Department of Labor and Employment intervenes to the needs of these workers through the Emergency Employment Program under the Tulong Pangkabuhayan sa Ating Disadvantaged/ Displaced Workers (TUPAD).

All displaced workers are advised to go to the nearest Public Employment Service Office (PESO) in their area. Also, the Department of Labor and Employment Agusan del Norte Provincial Office (AGDPO) is open to address any additional concerns of these workers.

“All beneficiaries under this program are paid with 100% of the equivalent private sector minimum wage in the region. This is a fairly adequate compensation to aid our displaced or disadvantaged workers during this time. Also, our beneficiaries, should they signify the intent to avail of our skills training to prepare them for self and wage employment, they have that options to do so. DOLE will be here to assist them all throughout”, said Chona M. Mantilla, DOLE Caraga Regional Director.
