The Department of Labor and Employment Caraga conducted an Orientation-Workshop on the Employment Facilitation Programs as part of the Basic Employment Service Training (BEST) for newly-elected PESO Managers and Local Chief Executives (LCEs) at Almont Inland Resort, Butuan City on August 29-31, 2019.

DOLE Caraga Regional Director Chona M. Mantilla opened the program with her warm message and greetings to all participants especially the local Chief Executives who made an extra effort to attend the orientation-workshop despite their hectic schedule. She also thanked the guest speaker from the Bureau of Local Employment-Manila, Supervising LEO, Mr. Dominador “Boyet” Aquino for the full support extended to DOLE Caraga.

Mr. Aquino discussed the Basic Employment Service Training historical and legal background, the PESO Act of 999 (RA 8759), PESO Implementing Rules and Regulations, PESO Statistics, PESO as an Organization, benefits of being a member of PESO, and the role of DOLE for PESO.

Ms. Maristela Gales, President of Caraga Career Advocates, was one of the speakers who discussed the Career Guidance and Advocacy Program (CGAP) emphasizing the Job-Skill mismatch that causes the unemployment problem to occur in the labor market. CGAP in particular was utilized to involve parents and students on the realities of the labor market and convinced career advocates to use career guidance as an effective tool in addressing job-skill mismatch.

On Friday August 30, 2019, Ms. Olga D. Asis, Focal Person for the NSRP, discussed the Labor Market Information Framework. She gave emphasis on the emerging industries and employment generators that greatly help the economy. She also discussed the National Skills Registry Program Phase II implementation.

Other speakers included Mr. Earl Dela Victoria for Kasambahay Law; Ms. Ronabeth Bermudez for Livelihood Program; Ms. Ritchel Butao for Special Recruitment Program; Ms. Divina P. Lagumbay for SPES Implementing Rules and Regulations; and Ms. Lilian Solis for Jobs and Business Fair, DO 113 Series of 2011 Trabaho Negosyo at Kabuhayan (TNT Caravan) and search for Best PESO.

Assistant Director Naomi Lyn C. Abellana closed the activity by thanking all PESO Managers and Local Chief Executives and urging them to work hand-in-hand with DOLE and other stakeholders to champion the facilitation of among to the unemployed through the various programs of DOLE.
