The Department of Labor and Employment Agusan del Norte Field Office (DOLE ADNFO) spearheaded the conduct of Sagip Batang Manggagawa cum Project Angel Tree and TUPAD Payout last September 26, 2022, at Brgy. Del Pilar, Cabadbaran City.

Anchored on the theme, “Kapakanan at Kalagayan ng Batang Manggagawa: Sagipin, Tugunan at Protektahan ng Bayan”, the activity highlights the immediate intervention of the Sagip Batang Manggagawa (SBM) team to thirty-four profiled child laborers, particularly those working in the small-scale industry.

The SBM team and DOLE ADNFO presented different programs and services intending to remove the children from child labor. The DOLE ADNFO will pipeline the parents/guardians of the child laborers for livelihood assistance in CY 2023 through the DOLE Integrated Livelihood Program or DOLE Kabuhayan Program which aims to provide workers with additional income and alternative employment. In addition, the DepEd Cabadbaran City Division commits to prioritizing the non-active learners among the identified child laborers to include in their out-of-school youth programs to encourage the children to continue their education with the guidance of DepEd. DSWD Caraga FO will also implement the activities of the SHIELD Program or Strategic Helpdesks for Information, Education, Livelihood, and other Developmental Interventions through the provision of holistic and immediate interventions at the community level. Moreover, the Local Government Unit of Cabadbaran City together with its local partner agencies also commits to continue to monitor and assist the family of the child laborers with their needs.

Each child and their parents received gift packs thru Project Angel Tree of DOLE Caraga consisting of 25 kilos of rice, school supplies, a hygiene kit, and an advocacy t-shirt. Partner agencies PESO, DepEd, CSWDO, DSWD Caraga FO, and RHU also provided five kilos of rice, a school bag, two sets of family food packs, and free medical check-up with medicines and vitamins for each child.

Parents and guardians of the profiled child laborers also received their salaries amounting to Php 178,500.00 under the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD). TUPAD is a community-based package of assistance that provides emergency employment for 15 days to individuals who belong to the informal sector.

The successful event was graced by Cabadbaran City Councilor Hon. Joan A. Manding, Brgy. Captain of Brgy. Del Pilar Hon. Arcrecia D. Camarin, Schools Division Superintendent Dr. Jeanie L. Mativo, CESO VI, PESO Manager Estelito O. De Vera, SSG Jiffry Alfeche of 29th Infantry Battalion, Oscar Alvar M. Fajardo of CSWDO, Ms. Floremie A. Badoria from DSWD Caraga FO and DOLE Caraga OIC Asst. Regional Director, Mr. Raymond Fel F. Sajor with the DOLE ADNFO team headed by DOLE ADNFO Head Keith C. Duran and Child Labor Prevention and Elimination Program (CLPEP) Provincial Focal Person Maria Chelo R. Lucero.

To contribute to the vision of a child-labor free Philippines, the Department of Labor and Employment Caraga is continuously exerting maximum effort in its Child Labor Prevention and Elimination Program implementation and coordination with partner agencies such as the SBM team in the region.

The Sagip Batang Manggagawa (SBM) is an inter-agency quick action mechanism that aims to respond to cases of child labor in extremely abject conditions. The team is committed to detecting, monitoring, and rescuing child laborers in hazardous and exploitative working conditions. It is composed of the Local Government Unit of Cabadbaran City and its active PESO, CSWDO and RHU, DSWD, DepEd, PNP, and AFP, as its core members.
