 DOLE Agusan Del Norte hosts Regional Tripartite Forum

Butuan City—A total of 162 members of the Human Resource Department from all private sectors of Agusan del Norte attended the Regional Tripartite Forum on the new Department Order 174 and other DOLE Issuances at Almont Inland dated April 28, 2017

Atty. Raymond A. Saura from the DOLE Central Office-Bureau of Labor Relations, who acted as Keynote Speaker, discussed the salient features of the law and the D.O. 174 during the said forum. “The order reaffirms the constitutional and statutory right to security of tenure of workers; which applies to all parties in an arrangement where employer-employee relationship exists; and absolutely prohibits labor-only contracting, and specifies other illicit forms of contractual employment arrangements.”, Atty. Saura mentioned

Also, Usec. Bernard Olalia gave his message speaking in behalf of the Labor Secretary Silvestre H. Bello III assuring various labor groups that the department will strictly enforce the new department order which imposes a total ban on labor-only contracting and other forms of unlawful contractual arrangements. 

On the other hand, DOLE Regional Office XIII is keen in its information and education campaigns in order for its stakeholders to be aware on updates on labor laws, especially on the controversial regulations on contracting and sub-contracting arrangements under the law.

 

The said Department Order allows only permissible contracting and subcontracting as defined; re-enforces the rights of workers to labor standards, self-organization, collective bargaining and security of tenure; and requires mandatory registration of contractors and subcontractors and provides clear procedures for cancellation of registration. ©kav
