Undersecretary Olalia visits Caraga, first in Mindanao

 

Caraga Region - Undersecretary Bernard P. Olalia’s took his first step in Mindanao through a 3-day visit to Caraga Region from April 27-28, 2017. He participated in the lined up activities of DOLE Caraga together with DOLE Caraga Regional Director Chona M. Mantilla and Assistant Regional Director Evelyn R. Ramos.

He took part in the releasing of salaries to 1,222 beneficiaries of the DILEEP’s Tulong sa Pangkabuhayan sa Ating Disadvantaged Workers or TUPAD program amounting to Php 7,123,200.00. The said beneficiaries are residents of Barangays Luna, Sabang, San Juan and Washington who were among the victims of the earthquake that happened in Surigao del Norte last February 10, 2017.

He also visited the province of Surigao del Sur and released the livelihood check worth Php 291,150.00 to Barangay Poblacion, Bislig City as accredited co-partner for the Hollow Block making cum Production of the ERPAT Rural Builders Association of Bislig and to LGU Hinatuan worth Php 976,000.00 for the Tarpaulin and Printing Press project of the Hinatuan OFW Dependents (HODA). 

In these events, he assured the beneficiaries that the Department is ready, willing and able to extend all the efforts in granting the beneficiaries the best service in every program that DOLE could give.

The Undersecretary also graced the Regional Tripartite Forum on DO 174 and other DOLE Issuances on April 28, 2017 at Almont Inland Hotel, Butuan City participated by 162 personnel from the mining industries, contractors of establishments, manpower agencies and security agencies. Spoke in behalf of the Labor Secretary Silvestre H. Bello III assuring various labor groups that the department will strictly enforce the new department order which imposes a total ban on labor-only contracting and other forms of unlawful contractual arrangements.  

He also met with the 58 employees and employers of 21 Mining Firms in the region during the TIPC meeting whereby the sector presented the Manifestation of the Mining Industry to Mitigate Effects of Mining Operations on the Environment and Employment and of the Caraga Regional Tripartite Industrial Peace Council (TIPC) Statement of support to the Mining ITC calling DENR for the Continued Operation of Mining Firms Compliant with Pertinent Laws. DOLE Caraga also presented to the participants their Framework of Interventions for the Impending Displaced Workers of the Mining Industries. Undesecretary Olalia and DOLE Caraga Regional Director gave their support through DOLE’s programs to the probable affected workers and companies in event that the closures officially happen.

 

The DOLE Caraga family and Regional Coordinating Committee (RCC) had the opportunity to have a brief meeting with the Undersecretary whereby they were able to give updates and signify their support in the programs and projects of DOLE. The RCC member bureaus present were from RTWPB, NLRC, TESDA, OWWA, NCMB, POEA, NRCO, ECC and OSHC.

 

Release of TUPAD Salaries and Mining Company Visits at SDN

April 27, 2017—Undersecretary Bernard P. Olalia arrived at Surigao Airport and immediately went to Surigao del Norte Gymnasium for the release of salaries to TUPAD Beneficiaries. Along with him were the DOLE Regional and Surigao del Norte Officials: Director Chona M. Mantilla, Assistant Regional Director Atty. Evelyn R. Ramos and SDN Provincial Head Ms. Jocelyn L. Bastareche

 

During the event, Surigao City Mayor Ernesto Matugas and Surigao del Norte Vice Governor Arturo Carlos A. Egay Jr. were also in attendance.

Environmental scanning to mining companies namely Taganito Mining Corporation and Taganito HPal Nickel Mining Corporation was also part of Usec. Olalia’s visit.

 

 

Meet and Greet Dinner with DOLE Caraga and RCC

After his site visit at Surigao Del Norte and the release of salaries to TUPAD Beneficiaries, Usec. Olalia headed to Almont Inland, Butuan City for a welcome dinner spearheaded by RTWPB Board Secretary VI, Mr. Earl Dela Victoria.

 

Regional Director Chona M. Mantilla together with Assistant Regional Director Atty. Evelyn R. Ramos and Regional Coordinating Committee Members welcomed Undersecretary Bernard P. Olalia in his first visit in the region.  Each RCC member gave brief updates and their message of support to DOLE and to the programs under the supervision of the Undersecretary. In response, the Undersecretary mentioned that it was his first time in Mindanao and he was happy to have decided to kick it off in Caraga Region which has shown him one of the warmest welcome.

Release of Livelihood Checks at SDS

On April 29, 2017, two livelihood checks assistance were released in Bislig City and in Hinatuan respectively. DOLE Undersecretary for Human Capital Development and Regional Operations, Atty. Bernard P. Olalia together with the DOLE Caraga headed by Regional Director Chona M. Mantilla, released the livelihood check worth Php 291,150.00 to Barangay Poblacion, Bislig City as accredited co-partner for the Hollow Block making cum Production of the ERPAT Rural Builders Association of Bislig and to LGU Hinatuan worth Php 976,000.00 for the Tarpaulin and Printing Press project of the Hinatuan OFW Dependents (HODA). 

We are happy to hear that the Department of Labor and Employment is the biggest grantees of the many projects in the Duterte Administration”, says USEC Bernard P. Olalia in his speech during the awarding ceremony. He acknowledged the DOLE Province for achieving its mandate in extending livelihood programs. He also gave an assurance to the beneficiaries both the LGU and the people’s organization that the Department is ready, willing and able to extend all the efforts in granting the beneficiaries the best livelihood programs that the DOLE could give. ©kav
