Special Program for Employment of Students


The Special Program for Employment of Students (SPES) is mandated under Republic Act No. 9547 otherwise known as "An Act To Help Poor But Deserving Students Pursue Their Education By Encouraging Their Employment During Summer and/or Christmas Vacations, Through Incentives Granted to Employers, Allowing Them to Pay Only Sixty Per Centum of Their Salaries or Wages and The Forty Per Centum Through Education Vouchers To Be Paid By the Government, Prohibiting and Penalizing The Filing of Fraudulent and Fictitious Claims, and For Other Purposes", Under this law, the Secretary of Labor and Employment is designated Program Director of the SPES.


The objective of the SPES is to develop the intellectual capacities of children of poor families and harness their potentials for the country's well being. Specifically, the Program aims to help poor but deserving students pursue their education by providing income or augment their income through encouraging their employment during summer and/or Christmas vacations.


The SPES is open to all qualified high school, college or vocational students or drop-outs and interested employers.

Students and Out-of-School Youth

- 15-30 years old

Parents’ or Guardians’ combined net income after tax, including his or her own, if any, does not exceed the annual Regional Poverty Threshold for a family of 6 for the preceding year as determined by NEDA

Have obtained a passing GPA during the last school year or term attended or immediately preceding his/ her application

- For OSY: Parents’ or Guardians’ combined net income after tax, including his or her own, if any, does not exceed the annual RPT for a family of 6 for the preceding year as determined by NEDA.

Must be duly certified by the barangay of the provincial, municipal or city social worker development officers of the LGUs

In case of the dependent of displaced workers: Any proof of parents’ displacement


Photocopy of Birth Certificate or any government issued IDs or any official doc indicating the applicant’s date of birth and or age

- Any of the following:

   - Income Tax Return (ITR)

   - Certificate of Tax Exemption issued by BIR

   - Original Copy of the Certificate of Low income issued by respective barangay

- For Non-Wage Earner Parents: Original Copy of Certificate of Indigence or Low-Income issued by the barangay or social welfare development office of LGUs

   - For Students in Basic Ed: Photocopy of Form 138 (Report Card) or Form 137 (Permanent Record) of the last school year attended immediately preceding the application

   - For Students in Higher Ed/ College: Photocopy of the Report of Grades or Complete set of Academic Class Cards as indicated in their registration, along with the Original Copy to be presented for validation purpose (In the absence of the above, a certification from the school of his/ her passing GPA)

 - For OSY - Original Copy of Certification as OSY in letter issued by the barangay chairman of duly authorized rep. of the Brgy. or a Certification issued by SWDO in the LGU


Personally file your duly accomplished Application Form together with COMPLETE documentary requirements to PESO.

Present the Original Copy of the photocopied documents to the PESO for the purpose of validation

PESO shall conduct the preliminary screening and interview the SPES applicants with complete documents for validation

PESO shall deny application with falsified or tampered documents of misinterpretation of facts
