Overview

The Department of Labor and Employment- Caraga (DOLE-Caraga) is one of the offices under the DOLE Regional Operations Cluster, mandated to champion the cause of the Labor Sector and the Business Community which creates employment opportunities, with the four (4) Major Final Output (MFO) as its deliverables:

 

MFO 1:  Labor Policy Services;

MFO 2:  Employment Facilitation and Capacity Building Services;

MFO 3:  Labor Force Welfare Services;

MFO 4:  Employment Regulation Services;

 

The regional office is responsible for planning, implementing and monitoring programs, activities and projects, and determining their effectiveness and relevance to the government’s development thrust.  It is composed of one (1) Regional office based in Butuan City with the Mediation Arbitration and Legal Service Unit (MALSU), Technical Services and Support Division, Internal Management Services Division, the four (4) provincial offices serving the provinces of Surigao del Norte, Surigao del Sur, Agusan del Norte and Agusan del Sur and one (1) Satellite Office in the Province of Dinagat Islands.

 

Anchored on the thrust of generating employment and improving labor conditions, the regional office is a catalyst in the fight against poverty in the region by promoting livelihood and employment opportunities and advocating for an enabling environment conducive to both employers and labor sectors in the process of promoting industrial peace within the region.  

 

History and The DOLE Mandate

The Department of Labor and Employment (DOLE) started as a small bureau in 1908. It became a department on December 8, 1933 with the passage of Act 4121. The Department of Labor and Employment stands as the national government agency mandated to formulate policies, implement programs and services, and serve as the policy-coordinating arm of the Executive Branch in the field of labor and employment.

The organization and functions of the Department of Labor and Employment are in accordance with the provisions of Executive Order No. 126 dated January 31, 1987, the Labor Code of the Philippines, as amended, and other relevant and pertinent legislations.

The Department has exclusive authority in the administration and enforcement of labor and employment laws and such other laws as specifically assigned to it or to the Secretary of Labor and Employment.

 

Vision, Mandate & Strategies

 The regional office is guided by the vision of the entire DOLE bureaucracy, to contribute to the attainment of the country’s economic potential.

 

VISION 

DOLE Caraga Region shall provide full, decent and productive employment for every Filipino worker in keeping with the national development goal of sustainable economic growth towards poverty alleviation.

 

 MISSION

DOLE Caraga Region, being the frontline office in the region, shall deliver services to the Filipino workforce supported by programs/projects guided by defined directions and strategies drawn up by the Department, specifically to:

  •  Promote gainful employment opportunities and optimize the development and utilization of the country’s manpower resources;
  • Advance the welfare of workers by providing just and humane working conditions and terms of employment; and
  • Maintain industrial peace by promoting harmonious, equitable and stable employment relations.

Strategic Goals 

  • A Gainfully Employed Workforce, which means workforce with gainful employment either as wage, locally or overseas, self-employed or entrepreneur; 
  • A Globally Competitive Workforce, which means workforce possessing skills and knowledge that are relevant to the needs of today’s employers; 
  • A Secure Workforce, which means workforce accorded with fair and just terms and conditions of work and social protection benefits; 
  • A Safe and Healthy Workforce, which means workforce with safe and healthy working environment.
